I would like, madam Minister, to add other reasons. Though we have got acquainted with Lev in Moscow, after tragical death of his brother, Vitaly, shortly before he was forced to leave USSR, I knew him as a person, who never exaggerated danger and level of persecutions, and objectively estimated the situation. Moreover, he was even too patient, and did not hurry up to lift an alarm there, where many others would run into a panic. It was him who could too long bear imprudent neighbors' behaviour, a drunk's stickness in a train, unfair treatment by the musical school's (where he worked) principle, constant telephone provocations, threatening anonymous mails, attacks on him of the obviously sent by authorities' attackers.

Of him was characteristicly not to exaggerate, but to underestimate danger, and from that his problems have accumulated, and then used to fall dawn on him as an avalanche. But accusation him of exaggerating and afterestimating "minor" incidents - as he informed me, so the commission on the refugees has concluded - developing them in a version about persecutions does not correspond the reality. It is enough to remind, that he too long sufferred intolerable persecutions in USSR, and would never leave, if not had been forced (by the authorities). Therefore I assume, that only most serious persecutions could force him to leave Israel, not less serious, than those, which he was exposed to in former USSR.

Leaving [from USSR], Lev has left me some documents, concerning to persecutions. They were materials and resumes of the police (militia) investigation and the court session on Arkady KAVALERCHIK's case, who participated in an attack on Lev GUNIN in 1979, materials, connected to attacks on brothers Lev and Vitaly GUNINS in the New Eave night 1980-1981, materials on other attacks, complains about repeated switching-offs of Lev's telephone in result of multiple and systematic "mistakes" of Bobruisk's Urban Unit of Telecommunications, about interruptions of Lev's telephone conversations, complaints on threats by the phone, vanishing of his correspondence, complains on systematic birnings of his letter box by unknown vandals, complaints to a sudden interdiction, imposed on further visits by L. GUNIN of the municipal Archive of the city of Bobruisk, ???? ???? [CGIA BSSR] (Central State Historical Archive), and also on making photos of the old centre of Bobruisk, case about vandalizing of Lev's father's grave, with the request to compensate damage for broken monument and to find who was responcible (for that act), letters to newspapers, letters to the procuratory of the Lenin and Pervomai municipalities of the city of Bobruisk with complaints on attacks, batteries, provocations, illegal searches in his appartment, carried out in his absence, and other persecutions. The documents, stored at me, include the answers from official authorities, letter from procuratory, from newspapers, that are the documents, from which a position of other parties can be seen. Therefore whatever Canadian immigration authorites speak in GUNINS' case, they never had any ground to assert, that Lev GUNIN is a person, which is capable to exaggerate a level of prosecutions.

A number of separate facts from GUNINS immigration tragedy are known to me (they are accessible on Internet), on their basis I have came to a conclusion, that Lev is realistic in his suggestions that Canadian Immigration authorities could use provocative materials form KGB and Mossad sources to discredit him, and also used "testimonies" of the payable or voluntary informants-provocateurs: as Soviet, as Israelis. Presenting Lev as almost a terrorist, they are obviously used an interview, taken from Lev GUNIN by journalist Mark KOTLARSKY, and published in main Israeli newspapers. It that interview, full of skilfully disguised rage towards Lev, Mark KOTLARSKY has represented Lev GUNIN as a "terrorist", state-warrier ("Lev has declared a non-compromised war to the state of Israel"), clown and mistificator. In reality the bjective situation is those, that Lev GUNIN, an extremely talented person, became a victim of his rare honesty and nobility.

It is completely natural, that such a person, as Lev GUNIN causes controvercial feelings and estimations. The negative attitude by the official authorities of the different states towards him - from KGB's submission - of course caused mixed estimations, which even the people loyal to him, expressed. All ordinary people intuitively or on purpose want to live in peace with authorities, and consequently imperceptibly justify in their souls any unfair actions or decisions made by the government officials. Therefore many even benevolent to Lev people frequently searching for any defect in his behaviour to justify authorities' cruelty and unfairness. Bt thus they do not notice, when pass that border, which separates objectiveness from partiality, humanity from cruelty. From here all accusations, that Lev provoked persecutions himself that he on his own will balanced on the verge of the criminal offence.
