Anyone who hears about the consequences of the immersion of masses of mazut in the waters of the Black Sea feels great concern. (The crash in the Kerch Strait on December 15, 2024 of two tankers filled with mazut. Each tanker was carrying more than 4 thousand tons of mazut). (Mazut (Russian: Мазут, romanized: Mazut) is a low-quality heavy fuel oil, used in power plants and similar applications in Iran and some countries of the former Soviet Union. - A definition of mazut from online encyclopedia).
Those who have the appropriate (transportation, financial, administrative, and other) capabilities - they go to the Black Sea coast, participate in the collection of mazut and its utilization.
Personally, due to my age and some signs of winter depression, I have to limit myself to thinking about ways to provide scientific support for overcoming the Mazut Disaster (2024).
Obviously, it is desirable to move from simple manual labor to high-tech, knowledge-intensive activities.
Therefore, scientific recommendations are needed to effectively overcome the Mazut Disaster (2024).
Talking about the seriousness of the Mazut Disaster (2024) and about the need to overcome this disaster does little to advance scientific knowledge.
A document is required, which is usually called a "technical specification" ('terms of reference'). Sometimes the wordcombination "order for the production of scientific and technical products" and others (similar) are found. For simplicity of presentation, we will consider "technical specification" as the main term.
The "technical specification" will determine the directions of scientific research and the necessary scientific results. The technical specification will be the conceptual basis for the formation of a research program to overcome the Mazut Disaster (2024).
In my opinion, the most reputable scientific institution (in the broadest sense of the word) is the Academy of Sciences. Consequently, Higher Authorities may entrust the development of the "technical specification" to the Academy of Sciences of the Russian Federation.
In order to involve the widest circles of the scientific and environmental community in the development of the "technical specification", it is advisable (under the patronage of the Academy of Sciences of the Russian Federation) to create a permanent Anapa Environmental Forum (meets once or twice a year).
The Anapa Environmental Forum may also invite leading experts who cooperate with the central Russial media, - experts who regularly express their opinions to the broadest strata of Russial citizens. It is advisable to include (to upconnect) speakers from the Valdai Forum and the Izborsk Club, as well as from other intellectual tanks.
The result of the work of the Academy of Sciences of the Russian Federation and of the Anapa Environmental Forum will be the technical specification (terms of reference) underlying a large-scale research program to overcome the Mazut Disaster (2024).
The research itself can be conducted both in parallel by a number of organizations, and on a competitive basis.
The specific allocation of financial resources to specific performers can be carried out on an integrated basis: both through the Academy of Sciences and through ministries and departments of the Russian Federation.
Apparently, the main focus should be on (1) mega-grants (preferably about ten mega-grants are necessary), (2) on talented young people from the Sochi Scientific Tank, and (3) on broad circles that cooperate or are able to cooperate with the Kulibin Club.
Perhaps the scientific potential accumulated during the development of drones and detectors, as well as of special networks, will help to solve the Mazut Problem.
It will be useful to actively use scientific developments in the field of nanotechnology, genetics, and artificial intelligence.
It is advisable to consider a constant dialogue of persons (of different levels) with the Mega-Chat (dialogue with participation of the Mega-Chat).
Unmanned vehicles for transporting bags of mazut to utilization sites can be very relevant.
Full energy supply of mazut collection on the coast can be achieved through the development and placement of a floating nuclear installation near the event site.
Observations from space of the coastline and regular performances from orbit by Russial cosmonauts will be a very timely support. (Is the Mazut-Detekt satellite constellation needed? - it is a separate question. Experts will answer it.).
Of course, academic and industry research institutes should not be left out.
The program of preferential loans (at 1.5 percent per annum) will help to form an eco-environment of highly scientific and technological enterprises.
The 'Vorobyov-life' media channel can raise funds (500 billion rubles) to create an Armada of drones 'Anti-Mazut' - to carry out a fundrising among the wide public.
The practice of scientific mentoring and of regular speaking engagements - carring out by officials with a high hierarchical position - can play a useful role.
I hope that my modest thoughts on scientific support for overcoming the Mazut Disaster (2024) will help preserve and increase the profitability of the recreational cluster of the Black Sea coast by the beginning of summer 2025.
