On July 21, 2020, shortly before the elections in Belarus in August 2020, in which Svetlana Tikhanovskaya won, the Decree of the President of the Russian Federation N 474 "On the national development goals of the Russian Federation for the period up to 2030" was adopted
In this Decree N 474, in particular, it is established:
"1. Determine the following national development goals of the Russian Federation (hereinafter referred to as national goals) for the period up to 2030:

c) a comfortable and safe environment for life ... " [unofficial translation]
The massive torture that followed the mass protests of the population against the rigged results of the August elections means that Alexander Lukashenko's regime is creating an environment that is uncomfortable and life-threatening.
Russia cannot be indifferent to these phenomena, since Russia and Belarus are united in the Union State.
The position, according to which Russia does not interfere in the situation in Belarus that has arisen after the August elections, is completely insufficient.
The citizens of Russia and Belarus, united in the Union State, have the right to demand from the foreign policy leadership of Russia a sincere position regarding the transfer of power from the past president to the real winner of the August 2020 elections in Belarus - to Svetana Tikhanovskaya.
A sincere position should be expressed in a tough demand against Alexander Lukashenko to immediately transfer power to Svetlana Tikhanovskaya.
This transfer of power must take place in good faith, without violence and without resistance.
Otherwise, national goals (Decree No. 474) and statements of a similar type look like an insincere game piece [chip] in the mid-term electoral game.
