Let me remind you of the industrial revolution associated with the invention and with the launch into the practical economy, industry of a steam engine.
It is generally accepted that a steam engine was invented by James Watt. He repeatedly found himself in a critical situation, but did not stop his work - he was helped by the general favorable business environment ...
A steam engine was immediately used in the British economy. It was especially useful in mines - for pumping water and for moving goods. Then, a steam engine penetrated all areas of the economy.
With an efficient steam engine, the notion of "horsepower" appeared. A steam engine was supposed to replace a number of horses.
Thus, a steam engine was certainly useful, and immediately found useful use.
The same can be said for the computer. It showed its usefulness, and immediately found useful use.
But Prime Minister Mikhail Mishustin believes, that the ability, the skills to turn the computer on and off - it is not enough. He insists on digitalization. Digitalization will allow to "unload the state."
Let's take a look at today's reality. Talks about digitalization did not begin today, but since then, when they began to conclude contracts paid from the state budget under the flag of digitalization.
Where are the benefits of this digitalization?
The overall picture in domestic and foreign policy - there are a dead ends. No useful results of digitalization are visible. Why praise her then? If there is no obvious success story (as opposed to a steam engine)?
Where do you need to start if digitalization has not proven itself? (We do not question the usefulness of using a computer). You need to start with simple things, not with mysterious digitalization.
1) To exempt from personal income tax and from tax on (immovable) property all citizens whose income level does not exceed two (five) million rubles per year.
2) To exempt from notifications, permits, registrations, patents and other useful procedures all elementary types of business (small trade, repairs, cleaning of premises, gardening, vegetable growing, and the like).
3) To stop all megaprojects such as the AKKUYU project in Turkey, the Belarusian NPP and the like.
4) To stop all types of businesses and the projects that encroach on the remnants of normal life.
5) To refuse any attempts to block environmental expertise.
6) To stop the policy of creating (an over-populated) mega-cities.
7) To deal with migration balances, start selling knowledge, qualifications, good Russial education. If the population escapes from some countries, insist that life should be established in these countries - with the use of Russial specialists (by appointing and paying them good salaries at the international level).
8) To stop forest fires, take up the conservation of forests. To set the task of saving rivers and fresh water sources. Prepare and publish a generally understandable report on the conservation of Lake Baikal. The events surrounding the Gorring case and the corresponding statements of the Russian Prosecutor General make one worry about this area of work.
9) To start preventive and operational measures in the field of urban planning policy to neutralize the effects of climate change, to neutralize periodic flooding.
10) To announce new principles of the recreational policy (affordable free good rest for all citizens within walking distance from the place of residence - in any locality). Eliminate Rosturizm (reassigned directly to the prime minister? Why? What benefits does it bring?). To raise the issue of responsibility for increasing tourist flows after the start of the coronavirus epidemic in 2019-2020.

12) To declare a merciless war against the criminal subculture and its carriers and promoters ... If indeed the world's first coronavirus vaccine has been created in the Russian Federation, give a worthy reward and financial support for the vaccine creators (approximately 500-50 people). Create conditions under which useful people and people of success would oust a primitive, illiterate, harmful, selfish people - people of failure. This will open the way for the new James Watt, for the new Tsiolkovskys, Korolevs, Kurchatovs - here in Russia ... Declare a servility as a morally questionable quality, minimum necessary in a dynamically developing society ... Announce the inadmissibility of eliminating the intelligentsia and replacing it with effective managers and all sorts of prankers.
13) To achieve the normalization of the socio-economic situation in Siberia and the Far East. To declare unacceptable the policy of imperceptible, step-by-step, dot sale of Siberia and the Far East to any country. Break foreign policy out of the catastrophic impasse.
After achieving success in these and other areas, start digitalization. That is, put a horse in front of the cart, and a cart behind the horse.
Since digitalization will unload the state, by analogy with "horsepower", to introduce the notion of "bureaucratic-power" ("bureaucratic-force").
Start a measuring the power of digital complexes, platforms and digital projects in "bureaucratic forces" ...
