1) the cooperation within the framework of the ISS has some mutually beneficial prospects,
2) the promises about the "new station" run the risk of being postponed extended and, then, (again) delayed, being remaining a promises,
3) in the event of the launch and commissioning of a "new station" (the probability of such event is small), events can happen to this station - with a high degree of probability - the events described in the book by Viktor Savinykh ("[MMСCXXXIII.] Artemisia in pocket before repairing the space station.
