  Now there is a fashion: it is possible and necessary to criticize those famous people who left Russia abroad at the end of February, in March and in April 2022.
  
  In connection with this fashion, interesting (critical) materials about Rusnano appeared.
  
  Naturally, the former head of Rusnano is also mentioned. Now, according to media reports, he is in Istanbul.
  
  In this regard, I want to express a number of considerations both about the former head himself and about Rusnano.
  
  Let's remember the activities of the former head of Rusnano.
  
  Was everything bad - among those things what he did?
  
  Personally, I remember this episode. My memory tells me that a certain figure, the head of the administration of the former president, went to Vladivostok to reinstate the mayor of Vladivostok after a court decision.
  
  I hope my memory does not let me down in detail, does not tell me incorrect, false details. If the details are correct, then I like this act - it illustrates some of the former politician's aspirations for the rule of law.
  
  Another episode is connected with the construction of power plants on the Bureya River. During the period of solving the Bureya problem - the elimination of a spontaneous dam that blocked the Bureya reservoir - I came across one or two publications devoted to power plants on the Bureya River. Their author, the head of a web site apparently connected with the electric power industry, presented the activity of former head of the Russial electric power industry in a very positive way. Allegedly, thanks to him, a power plant was completed (possibly more than one). It is clear that the material was prepared by a person who may have been financially dependent... But the material contained specific arguments...
  
  (Let's recall, too, financial assistance in favour of a record-breaking flight.)
  
  Now let's move on to Istanbul.
  
  We have two photographs.
  
  The first photo was taken somewhere on the street, next to the ATM.
  
  Modest clothing. Lack of tropical islands, yachts, palaces...
  
  The man at the ATM looks like a humble retired university lecturer.
  
  Second photo. People in the restaurant.
  
  The restaurant, judging by the details, resembles a mid-range Russial eatery. No luxury.
  
  Lobsters and oysters are not noticeable.
  
  In such manner truckers have lunch in baseball caps and with backpacks on their backs ...
  
  We add "media-silence" to the memories of the "great past" and to two photographs. The former leader, it seems, does not speak out on burning topics.
  
  So, if we look at the figure of interest to us objectively, it gives rise not only to criticism.
  
  Moreover, this figure demonstrated the ability for the independent thinking and for the independent actions.
  
  Now consider Rusnano.
  
  There is a lot of interesting material in today's publications. But their authors at some point are making a stop during their reasoning . They ask (themselves and the public): where is the line between innovation and abuse?
  
  Innovative activity, authors of publications say, is financially risky...
  
  These authors have not yet reached the point of reasoning that the leader is not always familiar with the actions of his subordinates. And the deepening into the material may well give a result - the leader insisted on effective, useful actions, but his subordinates took the wrong course.
  
  A good example is the issue and redemption of Rusnano's bonds.
  
  When the ex-head resigned from his post, but had not yet left for Istanbul, anxiety arose: would a default on Rusnano bonds be announced?
  
  The situation was interesting and ambiguous.
  
  Who bought Rusnano's bonds?
  
  It is unlikely that they were acquired by respectable people - from the top management layer.
  
  Most likely they were acquired by political commentators, middle players, Moscow activists who have relatives among the Moscow city management stratum.
  
  After strong concern about the possibility of default, sufficient funds were found. There was no default on Rusnano's bonds.
  
  From all of the above, two perspectives can be constructed: the first for the ex-head, the second for Rusnano itself.
  
  The silent ex-leader will continue a quiet life abroad. Perhaps he will even return to Russia after some time and take a respectable position (a high chair).
  
  Rusnano - with a good current account of the foreign trade balance of payments (with a current account surplus and under a positive foreign trade balance) - will receive sufficient subsidies to continue functioning for three to five years. During this time, the fashion for criticizing those who have gone abroad will most likely become irrelevant.
  
  All in all, Istanbul is becoming more and more interesting place to visit.
