  It appears, "Creation of the Tsimlyanskoye Reservoir or as it is called, the Tsimlyanskoye Sea struck irreparable blow to the Don Cossacks. Flora and fauna of the region and also economy and welfare life of the population of Central Don changed. The declassified archival documents and researches of scientists of the Southern scientific center RAS demonstrate it."

  Let's make the speculative assumption. Let's assume. Five people worked on the book. Salary at each 25000 rubles a month. Also they worked one year. 1500000 rubles (one and a half million rubles) turn out. Certainly, figure speculative. Perhaps, not 5, and - 4 or six, and salary on average at everyone not 25,000 rubles, but 19000 rub or 30000 rubles. And business trips? And publishing expenses?

  The Question third. What it for "the declassified archival documents"? In what a difference between "declassified" and "not declassified"? In the word "declassified" there is a certain nuances, the danger is felt. ("Carefully! Secrets!") Researchers, perhaps, showed courage, bravery...
  
  Again I will risk to assume that legal status of the "declassified" and "just" archival documents not really differs. After declassification documents become, I assume, public archival documents.
  
  
  The Question fourth. And in what "highlight"? The highlight is that history questions, including "local", local history, are always interesting to general public.

  There was, for example, a deputy of the State Duma. He dared to argue, to speculate about the ataman Krasnov. At first were silent and waited. At last, the courageous fan of history stated something vulnerable. What's began!! They brought the matter to the fact that he is almost a supporter of Hitler and fascism!! Krasnov - you know ... Somehow it is not heard about this deputy now (the ex-deputy?) ...
  
  Or, one director shot the film about a meeting of New Year holiday by exclusive family in besieged Leningrad. Not the really simple period of life began after that at this director (responses, calls ...). And other director decided to shoot the film about the Novocherkassk massacre in 1962 - to this director, judging by media reports, - a support and the 150 million rubles (on the purpose of the film creation) ...
  
  So formally questions of history and archives - are public ...
  
  
  The Question five. And what prevents to any cultural person, who is interested in history (for example, a blogger, a teacher, a journalist, a student, a graduate student, etc.), to going to the archive, making a selection of documents there, grouping them and posting them on the Internet?
  
  With this option, there are two obvious benefits.
  
  First, there are no overhead costs required for the maintenance of the staff of the Academy, branches and so on and so forth.
  
  Secondly, readers have the opportunity to get acquainted with the prepared books on the Internet for free.
  
  Let's say about a fantastic option.
  
  One million rubles is divided into four equal parts (250,000 rubles each) - this money is allocated to applicants on a competitive and public basis. Applicants prepare four books (based on archival documents - that is, collections) and publish them on the Internet.
  
  (Among the applicants may be Matishev, other academics, and other staff of the Academy of Sciences-all have equal rights - why they not to show themselves and their qualifications...)
  
  1) Savings of 500,000 rubles (hypothetical savings of a hypothetical amount) (however, not quite appropriate object for purpose of saving),
  
  2) Readers receive alternative versions of publications, learn new scientific, historical, literary names and surnames,
  
  3) the General public is given the opportunity to read books (free of charge) rather than learn about presentations...
  
  But not so the all simply. Thin matter...
  
  Behind all these "Academies" and "centers" - reliable places with payment from the state budgetary sources, an opportunity to influence award of academic degrees and other not really visible, but pleasant things ... So "Academies", "centers" are necessary ...
  
  The Question sixth. In modern historical science there are peculiar historical dominants. Let's say all heard a concept - "deportation". In newspaper article it to be said: "164 Cossack farms and villages were flooded". Where did the population get to? "The deportation" or not "the deportation"?
  
  Maybe in the book there is about it something?
  
  
  The Question seventh. I open Wikipedia. Article "Tsimlyansk Reservoir" [in Russian]. I read: "Total number of the moved yards [farms] [households] [home ownerships] 13,716, small industrial facilities 507 with the number of buildings 1,644. When filling a reservoir under water there was a historical monument - the Hazaria fortified city of Sarkel."

  I cannot but note that advantage of Wikipedia that it is available and it is free ...
  
  In General, in the archives there are documents (including declassified), these documents can be published... Formally, all people have an equal rights, and in fact - in this matter, everyone has their own individual experience...
