  At the time of the Mongolian Empire the Uyguriya was considered as a region with a democratic system.
  
  In it elections were regularly held. Approximately once in four or five years.
  
  Life during the periods between elections, of course, wasn't stopped. There were powerful, uncontrolled administrative structures of eastern despotism.
  
  What moods of inhabitants of Uyguriya were? In their moods were changes, but at Uyguriya's inhabitants wasn't especially warm feelings to the eastern despotism sistem.
  
  Nevertheless, generally, elections came to the end successfully for the east despotism.
  
  It seems, it is strange. If there are changes in moods, then there have to be changes and in results of elections.
  
  The result was provided with using of an elective "technologies". Election commissions more than on a half were formed of representatives of administration (or her supporters). However there was a chance for dissatisfied to get into the structure of such commissions. They (a dissatisfied) could affect results of counting of votes poorly. But, purely theoretically, they (a dissatisfied) could make unnecessary noise.
  
  But "noise" is a "noise". And "results" are the "results".
  
  Before the counting of votes or at the very moment of starting of the counting in the media (of that time) were throwing in an indicative figures - what should look like the final results of the vote.
  
  Regardless of the actual results of the voting, the election commissions adjusted their "calculations" to these indicative figures. Pseudo-results were counted, not real votes.
  
  What about the disgruntled? They objected? They protested? They found themselves face to face with the administrative apparatus of the Eastern despotism sistem and the informal structures fed by the despotism for such and similar cases.
  
  The result of the confrontation of an objecting individual persons against the huge apparatus of despotism and against informal structures (were loyal despotism), it is possible to understand.
  
  "Indicative" figures were announcing instead of real results.
  
  In reference books of that time Uiguria appeared as a region with a democratic system.
