"today, 16:05. BECAUSE OF the LANDSLIDE IN the BUREYA REGION OF [Amur region] the emergency REGIME is INTRODUCED.

From 8 o'clock in the morning on Friday, January 18, in the Bureya region of [Amur region] the emergency regime is introduced.

The relevant resolution was signed by the head of the district Andrey Litvinov following the results of a meeting of the commission on emergency situations.

At the KChS [commission on emergency situations] , the issue of ensuring the safety of people in the places of access to the ice of the Bureya reservoir due to the landslide in the Khabarovsk territory was discussed. The minister of forestry and fire safety of the Amur region Alexey Venhlinskiy participated in a meeting.

The decision on introduction of emergency mode following the results of KChS [commission on emergency situations] was made in connection with blastings ice on the place of a landslide in line with the Bureya River, informs the GZ and PB Amur center on it.

It is reported that for the period of carrying out a demolition work in the Bureya district patrol of adjacent territories by police officers, the state inspection of small size vessels and rescuers of the city of Zeya will be strengthened. All access roads to a reservoir will block until the emergency mode is removed.

Specialists of the Amur center of civil protection and fire safety and also the Amur Ministry of Emergency Situations warn that departure and even an exit to ice Bureya водохранилищаочень is dangerous, especially for children. The ice situation on the Bureya Reservoir remains difficult. Because of a landslide which blocked the riverbed of Bureya the difference in water levels between the top and lower part of the river promptly increases.

"Because the mouth of the Bureya River is blocked and inflow considerably decreased, on the Bureya Reservoir so-called emptiness are formed. The distance between ice and water reaches from two to three meters. Departure and even an exit to ice of the Bureya Reservoir constitutes big danger", - Iwan Vorobyov, the chief state inspector on small size vessels of the Amur region told.

For prevention of incidents and emergency conducting raids and patrol of the forbidden places of an exit of citizens and departure [by motor cars] for ice of the Bureya Reservoir with participation of the state inspectors of GIMS, police officers and rescuers is planned.

Notices are established: "Stop! It is life-threatening! Departure of motor transport and an exit of people to the Bureya Reservoir is FORBIDDEN!". Informing the population on an ice situation and security measures of stay on ice of reservoirs is organized. Explanatory work with forest users and tenants of the land plots is carried out, the press service of the government of the Amur region reports." [http://www.amur.info/news/2019/01/17/148709]

"The emergency regime because of a landslide will be introduced in the Bureya region of Priamurye. He will begin to act on Thursday night, on January 17.

... About 28% of the useful volume of the reservoir was cut off from the Bureyskaya HPP...

"17.01.2009, 07: 48. Two villages of the Khabarovsk territory can be resettled due to a landslide on the Bureya river.
The settlements of Chekunda and Elga of Verkhnebureinsky district can be resettled in case of deterioration in a situation after the landslide which blocked the Bureya River, follows from a statement of the Government of Khabarovsk Krai following the results of a visit to the region of the governor Sergey Furgal. Residents of villages agreed previously to moving.

"The option with resettlement is possible and is considered. But everything needs to be counted, considered. To move people in Chegdomyn (the settlement, the regional center. - Kommersant), it is necessary to build at first housing as in the secondary market of square meters will not be enough for all. For this purpose it is necessary to develop or enter one of programs for construction. And if to move [to change places of life], then to move all and at once" - the press service of the government of the region quotes the governor. As it is reported, the population of villages makes 118 people, mainly, elderly. At settlements one boiler and one school where 17 people study. In the region it is decided to create the commission for studying of need of resettlement, possible options.

Sergey Furgal noted that in case of moving residents of villages will receive not money, but certificates for acquisition of housing." [https://www.kommersant. ru/doc/3855432] ([https://www.khabkrai.ru/events/news/172717])

"January 15, 2019 ...Geomorphologist scientist Alexei Makhinov, went to the place, found that there was a giant landslide: the mass of rock broke away from the coastal hills and suddenly shut up the reservoir artificial dam 400 meters long and 800 meters wide. Tsunami of a local values cleared the opposite shore from the forest ...

... In the monograph "Strong impact of reservoirs on the geological environment and the earth's crust" Vladimir Tetelmin describes a case of double huge slipping of breeds of a slope on the Vayont water-engineering system (Italy). Landslide volume in October, 1963 was 260 million cubic meters, as a result of overflow of a reservoir through a crest of an arch dam 262 meters high 50 million cubic meters of water were poured with overflowing. The water wave swept away everything in its path all - alive and dead, - killed 2,500 people. Since then, this HPP has not been restored...

... According to Makhinov, the volume of the descended soil, by estimation, is "only" 3-4 million tons. It is approximately equal to all concrete put in a dam of the Bureya hydroelectric power station which was under construction from 1976 to 2011! According to the Amur Basin Water Administration of Federal Agency for Water Resources, soil volume in a landslide is about 34 million cubic meters. And it already as four dams of the Bureya hydroelectric power stations!

The British colleague Makhinova David Petli from the University of Sheffield, the head of online laboratory on global monitoring of landslides, having analysed pictures, concluded that to the west from a collapse potentially unstable slope is located, afterwards to Bureya a bigger landslide can come down. As well as dozens of other experts, Petli is surprised that the landslide happened in the winter when breeds froze together, but not in the summer when the absolute majority of landslides in areas with the freezing-through soil descends.

At rising of water the settlements of Chekunda, Elga, Ust-Urgal (in total about 500 inhabitants) and also the site of the Baikal-Amur Mainline can be flooded, but so far it is a problem unless for the head of Verkhnebureinsky district and local the Ministry of Emergency Situations. Now the attention of society concentrates on possible consequences for power supply system in case of a stop of the Bureya cascade of hydroelectric power station to which the landslide "blocked water". Kommersant foretold that there will last water supply in the Bureya Reservoir for 50 days. But the concern for decreased production a little far-fetched: this electric power, in fact, is especially demanded by nobody.

Rated capacity of the Bureya hydroelectric power station - 2 GW, rated power - about 1.3 GW. Loading of the Bureya hydroelectric power station in the last 7 years made 35%, only 17% of electricity generation in power supply system of the Far East ("East OES") were the share of it. In the Far East there is a surplus of 40% in size from all power of power supply system which in case of termination of work of the Bureya hydroelectric power station can compensate it twice and three times.

If to look in a retrospective, then it turns out: the beautiful live Bureya River was partitioned off [blocked] a cascade of very expensive hydroelectric power stations which energy is not demanded and now, in a decade after start-up. Despite the power lines stretched to China and dumping prices for neighbors, sale of "excess" energy goes inertly as in the Province of Heilongjiang the surplus of power capacities reaches 140%. China is not going to increase in the near future import of the electric power, it for steady growth has enough sun and wind.

... The worst of the theoretically possible scenarios is a one-time [one-moment] erosion [washout] of the landslide [of the natural dam] and the formation of a breakthrough wave [wave of break] going in the direction of the Bureya HPP. Will the wave reach the hydroelectric power station or the wave will spread out and will go out [will disappeare] - the scientists can to simulate this possible event for a long time ...

The Ministry of Justice of the Russian Federation entered PCE/PC corporation and some of its projects in the register of the foreign mass media declared "foreign agents". PCE/PC is not "agent" of any of the governments and considers this decision unfair and legally disputable. Details here ..."

I will notice that in an example about the Vayont water-engineering system (Italy) there is no direct mention of "tsunami" "because of" "landslide". The wave, as such, if I understand correctly, arose after the "overflow" of water mass through the dam.

"January 10, 2019. In Verkhnebureinsky district of Khabarovsk Krai since January 9 emergency mode is introduced. In the middle of December, 2018 local authorities reported that to the local Bureya River the meteorite fell.
According to the head of the district of Alexey Maslov, there was a risk of flooding of the settlement of Chekunda with the population of 300 people and other settlements now ...

The authorities reported about falling of a meteorite in Khabarovsk Krai. It is the truth? In December, 2018 above on the Bureya Current in 73 kilometers from the settlement of Chekunda the part of the hill collapsed and partially blocked the bed of the river. Local officials called one of versions of the meteorite which occurred falling, but scientists said that the landslide became the reason of collapse.

Maslov said what filled up the river because of falling of "an enormous meteorite". He noted that at threat of flooding in the region will announce the emergency mode...

The representative of RusHydro, which owns the hydroelectric power plant, assured that the water in the reservoir is enough to work until spring."

Except for a phrase "The representative of RusHydro, which owns the hydroelectric power plant, assured that the water in the reservoir is enough to work until spring", about positions of RusHydro and both hydroelectric power stations on the Bureya River (operating and which is under construction) rather taking place events I did not manage to find information. I will not exclude that these positions are formulated and published. I hope that it will be possible with them to examine (till January 22, 2019).
